James Phillips (DOC#106333) is currently being held in the Marion County Jail in deplorable conditions, denied access to appropriate healthcare and hygiene. He was transferred to the jail from Pendleton CF on Dec. 7 to attend a court hearing on his post conviction relief case, but was court-ordered to be returned to Pendleton shortly after his hearing. Instead he has been kept at the jail without adequate food, hygiene, or clothing, with sewage water overflowing in the cells around him, and denied appropriate healthcare. James believes the reason he is being kept at the jail is to punish and intimidate him due to the lawsuit he has pending against Pendleton CF, which is now at the settlement stage.
